Who is Banyule Toy Library?
BTL is a member run and governed, not-for-profit, independent community organisation,  incorporated as an association on 20 November 1986 and registered as a formal legal structure with Consumer Affairs Victoria.  BTL must follow certain rules and regulations set out in our Constitution and comply with requirements set out in the Associations Incorporation Reform Act 2012 (the Act).   For more information about incorporated associations: https://www.consumer.vic.gov.au/clubs-and-fundraising/incorporated-associations

Why we ask for your details
An important responsibility of an incorporated association is keeping and maintaining a register of members, which at minimum, must include:

• your name
• address
• type of membership, and
• joining date

We use specifically designed toy library software, Mibase, to electronically register new memberships and store member information.  A person may ask the secretary to restrict access to their details in certain circumstances and the secretary must grant the request if they believe there are special circumstances that justify doing so. 
For example, if a member:

• has a family violence or personal safety intervention order, or
• belongs to an association that includes members with sensitive issues.

Eligibility and Application for membership
Membership is open to any person or family who currently resides, has previously resided or works in the City of Banyule.  To apply to become a member of BTL, a person must:

• Complete a membership application form
• Accept BTL’s rules and member rules/obligations
• Agree to work towards achieving the aims and purposes of the organisation
• Pay the relevant membership fee

BTL will:

• As soon as practicable, after an application for membership is received, accept or reject the application
• BTL will notify the applicant in writing of the decision as soon as practicable
• If BTL rejects the application, it must return any money accompanying the application to the applicant
• BTL is not required to give a reason for the rejection of an application

Member obligations
Members are required to follow BTL’s rules which include:

• Taking care of toys, including not leaving them outside in the weather to become sun damaged or filled with water
• Cleaning toys prior to returning (see cleaning guidelines on the BTL website)
• Returning toys within the allocated borrowing period (3 week borrowing cycle + 1 x 3 week renewal = 6 weeks maximum)
• Returning toys intact with packaging and labelling (if applicable). Sometimes pieces disappear and that’s okay, but, please understand we have missing piece and packaging replacement costs
• Contacting BTL with any issues, questions or concerns as soon as practicable, such as difficulty to return toys by due dates or toy quality
• Fulfilling volunteer roster hours (if volunteer membership is selected)
• Paying membership fees and/or fines in a timely manner
• Adhere to the organisation’s policies, including, but not limited to, the Code of Conduct, Privacy and Child Safety

If all obligations are met at the end of a membership period, members will be invited to renew their membership.

BTL’s obligations to members
BTL will provide members with the following:

• Right to attend certain meetings
• Right to access certain documents
• Right to nominate and hold formal roles within BTL
• Voting rights at the Annual General Meeting
• Facilitate toy library operations and open sessions
• Ensure toys are in good condition, ready for borrowing and labelled accordingly
• Provide members with a member login to Mibase
• Adhere to the organisation’s policies, including, but not limited to Code of Conduct, Privacy, and Child Safety
